In a radically changed security environment with strained public finances, there is an urgency and a growing demand for developing new co-operation models within all sectors of our governments and societies at large.

The Hanaholmen Initiative Summit 2023 will offer perspectives on how Swedish-Finnish and Nordic cross-border co-operation can strengthen resilience and innovate civil defence solutions. The Summit will also focus on the war in Ukraine, and how to secure critical infrastructure during Russia’s war of aggression.

In addition, we will also get an update on Nato’s work within civil defence, based on the results of the Vilnius Summit, which reiterated the importance of strengthening resilience as an essential basis for credible deterrence and defence.

The Hanaholmen Initiative is a cross-sectoral, Finnish-Swedish crisis preparedness programme. The Initiative was launched in 2021, consisting of an Executive Education Course and a high-level forum, the Hanaholmen Initiative Summit.

During the Executive Education Course, participants from both countries have worked together on crisis scenarios, focusing on continuity management, cyber and hybrid threats, strategic communications, and local, regional and national coordination.  Conclusions and reflections from this will be presented during the Hanaholmen Initiative Summit 2023. 

The Hanaholmen Initiative is carried out by Hanaholmen on behalf of its principal, the Swedish-Finnish Cultural Foundation, in collaboration with Civil Contingencies Agency (MSB) and Defence University in Sweden, and the Security Committee and the National Emergency Supply Agency (NESA) in Finland with support from both countries’ governments.

Hanaholmen, the Swedish-Finnish co-operation centre, seeks to expand and develop collaboration between the two countries in all spheres of society. We pursue this mission by creating conditions for co-operation between organizations and individuals, and by fostering personal contacts.
